Opportunities Act (ELOA) was passed by Congress to award grants to states to

- Develop pilot program linking child care and mental health services.
- Increase provider access to information, training, and technical
assistance through web-based technology.
- Offer child care professionals a two-day workshop on “Healthy Minds,
Healthy Bodies, and Healthy Environments” with follow-up, on–site technical
assistance in a mentoring format.
- Provide technical assistance to the Quality Improvement Child Care
Director Cohort through the field-testing of the Screening and Planning
